The Land Stewardship Project (LSP) recently hosted a “Smarter Nitrogen Policy” discussion at the farm of Martin Larsen near Byron, Minnesota, bringing together farmers, water quality experts, policymakers, and agricultural stakeholders. The event focused on reducing nitrogen pollution in Minnesota’s waterways while maintaining profitable farming operations.
During the meeting, Minnesota Pollution Control Agency watershed supervisor Justin Watkins explained that nitrogen pollution is more difficult to manage than soil erosion or phosphorus runoff because it often moves below the soil surface and into groundwater. He noted that nitrate contamination remains a concern for drinking water quality and public health.
Watkins said that practices such as cover crops, no-till farming, and in-season fertilizer applications can help reduce nitrogen losses. However, he emphasized that broader system-wide changes and stronger policy and market incentives are needed to make significant progress.
A panel of Minnesota farmers, including Martin Larsen, Lance Petersen, and Myron Sylling, discussed their experiences implementing soil-health practices while maintaining productive operations. The farmers are advisers to LSP’s “Rethinking Nitrogen” campaign, which promotes practical nitrogen-reduction strategies and supports future nutrient-reduction policies.
Larsen highlighted the need for policies that reduce financial risks for farmers adopting conservation practices. He pointed to programs supporting cover crops, crop diversification, and forage production, which have delivered both environmental and economic benefits in southeastern Minnesota.
The discussion included Minnesota lawmakers and government agency representatives. Participants agreed that conservation tillage, cover cropping, and improved fertilizer management can help reduce nitrogen losses, but broader agricultural system changes will be required to achieve long-term results.
Research presented during the event showed that prairie, pasture, forest, and diverse crop rotations consistently produced lower nitrate levels than continuous corn or corn-soybean systems. The findings underscored the role of diversified farming systems in improving water quality and reducing nutrient pollution.
Farmers on the panel acknowledged that voluntary conservation programs have delivered some benefits but may not be enough to meet statewide nutrient-reduction goals. They emphasized the importance of keeping farmers actively involved in discussions about future agricultural policies and regulations.
