Minnesota Seeks Input on Large Dairy Farm Community Impacts

The Minnesota Department of Agriculture (MDA) is seeking public input on the social and economic impacts of large-scale dairy operations in the state, following interest surrounding Riverview LLP’s proposed West River Dairy expansion near Morris, Minnesota. The effort aims to gather information on how large dairy farms affect local communities and rural economies.

The initiative follows a decision by the Minnesota Pollution Control Agency (MPCA) not to require an Environmental Impact Study (EIS) for the proposed expansion. During the MPCA review process, many public comments focused on the social and economic effects of large dairies, particularly operations with around 10,000 or more cows.

To collect feedback, the MDA will host two virtual public meetings and provide an online comment form. Residents, farmers, business owners, community leaders, and other stakeholders are encouraged to share their perspectives.

The department is seeking information related to economic opportunities and challenges, workforce impacts, local businesses, housing, community dynamics, and quality of life. Environmental concerns are not part of this process because those issues fall under the jurisdiction of the MPCA.

Comments will be accepted from July 28 through October 1 at 5 p.m. Feedback submitted online will receive the same consideration as comments shared during the virtual meetings.

After reviewing the information, the MDA will prepare a summary of findings for Minnesota lawmakers ahead of the 2027 legislative session. The report is intended to help inform future discussions about agriculture, dairy development, and rural community issues.
