MDA Launches 4R Program Evaluation Project

The Minnesota Department of Agriculture (MDA) is inviting proposals for a comprehensive literature review on 4R-based incentive programs involving agricultural retailers.

The 4R framework focuses on using the Right fertilizer source, at the Right rate, at the Right time, and in the Right place, helping improve nutrient management and promote sustainable environmental practices across the state’s agriculture industry.

The selected proposal will assess and evaluate various incentive-based models such as per-acre payments, technical training programs, 4R certification, and conservation agronomist support at retail facilities. It may also include analyses of similar programs implemented in other states to provide a well-rounded perspective on effective strategies.

Using the information collected, the chosen vendor will develop recommendations for structuring a cost-share program with agricultural retailers. These findings will support stakeholder discussions and help prepare a detailed report for the Minnesota Legislature.

In addition, the review will explore how these programs can align with Minnesota’s Agricultural Water Quality Certification Program and the Nutrient Reduction Strategy, both of which aim to balance productivity with environmental protection. The initiative represents a step forward in enhancing collaboration between retailers and conservation efforts.

Key project dates include:

  • Request for Proposal Opens: October 15
  • Questions Due: October 27
  • Proposals Due: November 5
  • Project Completion Deadline: February 16, 2026

According to the MDA, “The selected proposal will shape legislative report, guide best practices for agricultural retailer engagement.”
