Minnesota Invests in Clean Fuel

The Minnesota Department of Agriculture (MDA) has announced a new funding opportunity to support the expansion of E15 fuel across the state. Through the Agricultural Growth, Research, and Innovation (AGRI) Biofuels Infrastructure Program, fuel retailers can receive financial support to upgrade their equipment and offer higher ethanol blends.

The program will provide up to $4.7 million in total funding. Retailers can apply for grants ranging from $5,000 to $199,000 per project. To qualify, applicants must contribute at least 35 percent of the total project cost. This ensures shared responsibility and commitment to improving fuel infrastructure.

Eligible applicants include fuel retailers in Minnesota with no more than 20 locations. They must already be operating and selling fuel to the public. The program gives priority to businesses that currently do not offer higher ethanol blends and those planning to expand availability across all their fuel dispensers.

The funding can be used for several important upgrades. These include installing new fuel tanks, dispensers, and necessary supplies such as electrical systems, plumbing, and construction work. The goal is to replace or improve equipment that cannot handle higher ethanol blends like E15 or above.

“With growing momentum around year-round E15 at the national level, this is an important moment for Minnesota to continue investing in the infrastructure that makes higher ethanol blends more accessible to consumers,” said MDA Commissioner Thom Petersen. “These investments support Minnesota corn growers, ensure retailers are ready to meet increasing demand for biofuels, and deliver more affordable, lower-emission options for Minnesotans at the pump.”

This round of funding is expected to support about 20 to 30 projects, depending on the review process. The program is supported by the Minnesota Legislature and additional contributions from Minnesota Corn.

Applications must be submitted by 4 p.m. on June 2, 2026. This initiative aims to strengthen agriculture, support renewable energy, and increase access to cleaner fuels across Minnesota.

Funding for the AGRI Biofuels Infrastructure Program comes through the MDA’s AGRI Program, which provides grants to farmers, agribusinesses, schools, and other groups across Minnesota to support agricultural growth and renewable energy development.
