The Minnesota Department of Agriculture is requesting public comments to help determine whether Minnesota’s current pesticide-related rules are sufficient to protect natural resources from possible contamination linked to neonicotinoid-treated crop seeds.
The public review process follows a January 16, 2026, order issued by the Ramsey County Second Judicial District Court. The court directed the department to begin “appropriate administrative proceedings to consider and make findings and an order concerning the adequacy of its rules to protect natural resources from contamination allegedly resulting from the use of neonicotinoid-treated crop seeds.”
The Minnesota Department of Agriculture is specifically seeking comments related to Minnesota Rules Chapter 1505 and how those rules work alongside state and federal environmental protection laws connected to pesticides and treated crop seeds. Officials want to determine whether current regulations are adequate to protect Minnesota’s natural resources from pollution, impairment, or destruction that may allegedly result from the use of neonicotinoid-treated seeds.
State officials are encouraging commenters to submit detailed information, scientific evidence, research findings, and other supporting materials during the public comment period. The agency explained that comments expressing only support or opposition to neonicotinoid-treated seeds without additional information will not provide enough detail to assist with the department’s decision-making process.
Neonicotinoid-treated seeds are commonly used by agricultural producers to protect crops from insects and pests during early growth stages. The products are widely used in crops such as corn, soybeans, and other field crops because they help improve seed protection and crop establishment. However, environmental concerns related to pollinators, water quality, and natural ecosystems have also increased public discussion regarding pesticide use and treated seeds.
The department said comments must be received by July 31, 2026. Public comments may be submitted through the agency’s online Neonicotinoid-Treated Seed Public Comment website, by email using the subject line “Treated Seed Public Comment,” or by mail to the Minnesota Department of Agriculture’s Pesticide Technical Unit office in St. Paul.
After reviewing all submitted comments and supporting evidence, the department will make findings regarding the adequacy of current Minnesota pesticide regulations and environmental protections connected to treated crop seeds.
