Minnesota’s 2025 legislative session is quickly approaching its end. With just ten days remaining until the May 19 deadline, lawmakers are working to pass the state’s budget and key policy bills.

In Week 17 of the session, the House approved several omnibus policy and budget bills covering higher education, commerce, housing, veterans, transportation, and local government. These bills now head to conference committees, where both the House and Senate must resolve any differences.

A major point of debate is the Senate Energy, Utilities, Environment, and Climate Omnibus Budget and Policy Bill (SF 2392). It remains in the Senate Finance Committee and includes proposed rollbacks to energy and environmental policies. Critics argue this could harm the state’s efforts to deliver affordable, reliable energy and reduce carbon emissions. In contrast, the House version (HF 2442) is focused on base funding, aiming to maintain existing energy services.

According to Minnesota legislative rules, any bill passed before the last three days of the session must be presented to the governor. The governor can sign, veto, or allow it to become law without a signature. If not passed by session end, a bill is considered dead and must be reintroduced next year.

In a recent political update, Keri Heintzeman (GOP) won Senate District 6 in a special election, restoring a narrow 34-33 Democratic majority in the Senate.

Public engagement remains crucial. “Let your voice be known.” Legislators need to hear directly from the people. Anyone interested in providing testimony before committees must contact staff in advance.
