The Risks of Elections in Ukraine

The possibility of holding elections in Ukraine during the ongoing conflict raises significant concerns, according to political expert Kateryna Odarchenko. In her article for CEPA, Odarchenko examines the feasibility, risks, and necessary reforms to ensure a fair democratic process amid the challenges of war.

Polling shows that only 15% of Ukrainians support elections while the war continues, and 69% prefer President Zelenskyy to remain in office until martial law concludes. This indicates the widespread concern over the security of the electoral process, displacement, and potential threats to election integrity.

“Conducting elections under the current conditions would be one of the most complex democratic exercises in modern history,” said Kateryna Odarchenko, political consultant and president of the PolitA Institute for Democracy and Development. “With millions displaced, occupied territories without representation, and the ongoing threat of foreign interference, Ukraine must first implement key electoral reforms to ensure a fair and legitimate process.”

Key challenges include:

  • Changes to electoral districts due to displacement and occupied territories.
  • Increased financial pressures on political parties, risking oligarchic and foreign interference.
  • Restrictions on media, affecting editorial independence.
  • The threat of Russian interference, which could alter the election results in favor of Kremlin-backed candidates.

Despite these obstacles, Odarchenko suggests that elections could serve as a tool for sustaining political dialogue and countering Russian disinformation. However, she stresses that reforms are necessary before any elections take place. These reforms include securing fair media access, ensuring displaced citizens are represented, and protecting against external influence.

“The international community must recognize the extraordinary difficulties Ukraine faces,” said Odarchenko. “Pressuring the country into premature elections could undermine the very democracy we seek to protect."
