Minnesota Governor Approves $100 Million Bill for Rural Broadband and Agriculture Programs


Minnesota Governor Tim Walz has signed an agriculture and broadband spending bill, allocating $100 million to enhance rural internet access and introducing measures to protect farmers. The bill encompasses crucial provisions aimed at bolstering agricultural communities and fostering sustainable practices.

One of the key highlights is the establishment of a grain indemnity fund, with an initial allocation of $10 million. This fund will offer essential protection to farmers who may face financial losses when grain buyers or elevators become insolvent.

The bill also prioritizes support for emerging farmers by expanding the Minnesota Department of Agriculture's Emerging Farmers Office. With additional staff, the office will be better equipped to address the needs of emerging farmers, immigrant farmers, and producers from BIPOC backgrounds.

Recognizing the importance of soil health, the bill includes $1.25 million to bolster the Soil Health Financial Assistance Program. This funding will enable farmers to implement soil health management practices by providing access to specialized equipment through grants.

To advance conservation efforts, the bill allocates funding to support the University of Minnesota and its Forever Green Initiative. This collaborative effort brings together researchers, local groups, private-sector partners, and non-profits to develop and commercialize new high-value commodity crops for conservation purposes.

Addressing food insecurity, the bill supports The Good Acre's Local Emergency Assistance Farmer Fund. This initiative establishes new market channels for underserved farmers by offering market-rate prices for their produce, which is then donated to hunger-relief organizations across Minnesota.

Furthermore, the bill includes provisions for the Dairy Assistance, Investment, Relief Initiative (DAIRI), providing $4 million in financial assistance to Minnesota dairy cow operations. Additionally, it ensures funding for farm safety outreach, stress and mental health support programs, and emergency response capabilities through the Ag Emergency Account.

With the passage of this bill, Minnesota demonstrates its commitment to supporting farmers, promoting sustainable practices, and strengthening rural communities.
